Mr. DeBlasio focuses his practice on the prosecution and defense of complex civil and business litigation matters, including federal, state and local government agencies and programs.

Upon graduating With Distinction from Purdue University in West Lafayette, Indiana, Mr. DeBlasio attended The John Marshall Law School in Chicago, Illinois, where he served as a member of The John Marshall Law Review and obtained his Juris Doctor degree, cum laude.

In 1992, Mr. DeBlasio served as a judicial extern to the Honorable George W. Lindberg of the United States District Court for the Northern District of Illinois. 

Tony joined the Chicago law firm of Gardner, Carton & Douglas in 1994 and became a partner in the Firm's Commercial Litigation Group in 2001.  In 2006, Mr. DeBlasio joined the DuPage County law firm of Kubiesa, Spiroff, Gosselar & Acker as a litigation partner.

Mr. DeBlasio is a member of the bar of the State of Illinois, the Northern, Central and Southern Districts of Illinois, and the Federal Trial Bar.   In addition, Tony is a member of the American, Chicago and DuPage County Bar Associations

Tony is a proud Life Member of the Purdue University Alumni Association and the Elmhurst Kiwanis, and volunteers his time as a private mentor to a junior high student through Elmhurst Community Unit School District 205.

Tony lives in Elmhurst with his wife, Laura and two children, Isabella and Angelina.

Representative Cases

Mr. DeBlasio enjoys a broad-based business litigation practice advising clients on matters involving municipal liability, federal, state and local government agencies and programs, fraud and breach of fiduciary duty claims, injunctive relief, real estate matters, civil rights, contract formation and enforcement, insurance coverage, shareholder, partnership and employment disputes, health care providers and health plans, qui tam and whistleblower actions, antitrust, securities, receiverships, intellectual property, constitutional law and historic preservation.

Foreign Governments

  • Negotiated favorable settlement as lead counsel for Italian government agency and eight of its foreign officers and directors in a multi-million dollar contract, fraud and conspiracy action brought by a U.S.-based employee in federal court.

     

  • Federal Agencies and Programs

  • Served as counsel to a court appointed receiver in a SEC civil action involving the fraudulent sale of $28 million in securities structured as time shares in Branson, Missouri to over 500 individuals.

     

  • Successfully defended individual police officer as court-appointed lead counsel in False Claims Act action alleging that officer made misrepresentations in acquiring residential property from HUD as part of HUD's Officer Next Door Sales program.

     

  • Defended a Northern Illinois hospital as lead counsel in a whistleblower action alleging that hospital submitted false Medicare and Medicaid claims by offering above-market physician compensation to induce patient referrals.  Negotiated favorable settlement with whistleblower and U.S. Attorney's Office in Chicago.

     

  • Defended Chicago-based hospital in whistleblower action alleging that hospital submitted false Medicare and Medicaid claims by entering into quid pro quo arrangements whereby hospital allegedly accepted discounts on Part A ambulance transports in exchange for offering ambulance company exclusive rights to lucrative Part B transports.

     

  • Advised Midwestern U.S. company on corporate ownership issues and potential violations of federal and state law in connection with company's eligibility to qualify as a business concern to secure Phase I and Phase II research and development grant funding from several federal agencies in connection with the SBA's small business innovation research program.

    State Government

  • Currently serving as lead counsel to the Illinois State Board of Education in administrative proceedings to recover in excess of $2.2 million in federal and state grant funds that a state audit revealed had been unaccounted for or misspent by a South suburban school district.

     

  • Obtained $824,226 in compensatory and punitive damages in an AHLA arbitration proceeding on behalf of an Indiana health plan in a contract and fraud action against a managed care entity owned by Methodist Hospital, Wishard Hospital, and Indiana University Medical Center, involving Indiana's Medicaid risk-based managed care program.

     

  • Secured mandatory injunctive relief in a team effort against the Illinois Health Facilities Planning Board and defeated emergency appeals within three days in both the Illinois Appellate Court and Supreme Court, allowing three religious orders to merge and recover $87 million in Medicare recapture funds.

    Local Governments

  • Prosecuted and favorably settled equal protection and unconstitutional conditions claims in a team effort on behalf of Northwestern University against the City of Evanston for attempting to extract millions in contributions from the university in exchange for excluding its properties from a local historic district.

     

  • Serving as litigation counsel to several DuPage County municipalities and subsidiary boards on matters involving civil rights, police officer discipline, insurance coverage and contract issues, real estate and construction disputes, and personal injury matters.
