Barbara J. Gosselar received her B.A. from Wheaton College, an M.A. from Northeastern Illinois University, and her J.D. from Loyola University School of Law. She has practiced local government law since 1979, representing municipalities and park districts, board of fire and police commissions, and other governmental commissions. In this capacity, she has argued cases before administrative bodies and trial and appellate courts, including the Illinois Supreme Court. She advises local boards and commissions; prepares and reviews real estate, professional services, purchasing and intergovernmental agreements and other documents; prepares legislation and advises governing bodies and lobbyists concerning pending or approved legislation.
She has represented employers before the Illinois Human Rights Department and the Federal EEOC and is well versed in employment law. She has also represented individuals and developers in their dealings with municipalities concerning zoning matters.
As a former teacher, she is skilled in offering training and has conducted sexual harassment and other employment-related training for local government clients. She has also been a speaker on topics related to zoning and employment issues before the Illinois Municipal league Conference, the Northwest Municipal Conference, the Illinois Institute of Continuing Legal Education and Metro Managers, and has written an article for the DuPage Bar News.
