HARLAN SPIROFF
is the Village Attorney for the Village of Wayne and also serves as Assistant City Attorney for the City of Elmhurst and Assistant Village Attorney for the Village of Oak Brook. He has and continues to assist in the representation of a number of other local governments including the City if Oakbrook Terrace as well as the Burr Ridge, Oak Brook, Streamwood, Tri-State and Westmont Park Districts. His Practice is concentrated in local government, land use and Administrative law.
Harlan has served as Assistant Village Manager and Village Manager for the Village of Westmont and Assistant to the City Manager for the City of Highland Park. He is a member of the Local Government Committee of the DuPage County Bar Association and formerly served as Chairman (1987-1991). He serves as pro bono counsel to the DuPage Mayors and Managers Conference's Legislative Committee and has represented the Conference in various matters. He also serves as pro bono counsel for the Elmhurst Symphony Orchestra and as an Arbitrator for the Court-Annexed Mandatory Arbitration Program for the 18th Judicial Circuit Court, DuPage County, Illinois.
He received his Juris Doctor degree from Northern Illinois University where was on Law Review, and his Master's Degree in Public Administration (with Honors) and Bachelor of Arts Degree in Sociology from Roosevelt University.
He is the author of a casenote that appeared in the Northern Illinois University Law Review and articles in various other publications, including the Illinois Municipal Review and DuPage County Lawyers Bulletin. He has also been a speaker on various topics affecting local government for Illinois Municipal League, Illinois Association of Park Districts, DuPage County Bar Association and the DuPage Mayors and Managers Conference.
